I own a home with very little owed on it as compared to it’s value and i want to refinance and get a little cash out to do some home improvements but my credit is bad because i assumed a family member’s debt. I have a good job and steady income but my interest rate is 12% with my current lender who is Beneficial which are not doing any refinancing for anyone now. Giving low interest loans to people with bad credit is one of the reasons for the financial crisis we are going through now. The interest rate is based on ‘risk" to a certain point. If you have bad credit, your rate should be higher than borrowers with good credit.
A good question to ask if why do you expect to have a low interest rate with poor credit?

Don’t limit yourself to just traditional mortgage lenders. We went through a mortgage broker on 2 occasions and couldn’t be happier that we did.
The first time we had higher interes rate than normal (8% in 2000), while a decent amount of other folks were only paying 6% or so. We now have a 15 year @ 4.625% (2 years old now).

You can find a list of brokers in your state by doing a basic Google/Yahoo search for "mortgage brokers <your state>". Where of course "<your state>" is replaced by the state that you want the mortgage for. As an example:
